Denizli Governor Ömer Faruk Coşkun is the Guest of 'Sector Days' Organized by PAU Faculty of Economics and Administrative Sciences

Denizli Governor Ömer Faruk Coşkun was the guest of the session introducing the public sector in the event called 'Sector Days' organized by Pamukkale University (PAU) Faculty of Economics and Administrative Sciences (İİBF). Welcomed by our Rector Prof. Dr. Ahmet Kutluhan, Denizli Governor Ömer Faruk Coşkun met with the students at the Martyr Infantry Lieutenant Bekir Can Kerek Conference Hall where the program was held.

The interview event held in İİBF A Block Martyr Infantry Lieutenant Bekir Can Kerek Conference Hall started with a presentation on the public sector by İİBF Faculty Member and Head of Finance Department Dr. Lecturer Fatih Akçay. Prof. Dr. Fatih Akçay started with his presentation on the public sector.

In order to explain the structuring of the public sector from the perspective of a financier, he made a presentation giving information about the Law No. 5018 in terms of budget structure. Prof. Dr. Akçay also gave information about the district governorship exams, the Ministry of Interior and the units of the ministry.

Governor Coşkun said: "The governance system in Turkey is divided into central government, central government, as you have seen more in your lessons, and central government, local governments."

After the presentation, the interview program continued with the speech of Denizli Governor Ömer Faruk Coşkun. Governor Coşkun, who started his speech by giving examples from his own career, said the following in his speech: "After graduating from Ankara University, Faculty of Political Sciences, Department of Public Administration, I entered the Candidate District Governor exam opened by our Ministry of Interior and as a result of that exam, I was appointed to the profession for the first time as a candidate district governor. It is called the profession of Civil Administration. Within this profession, there are district governor candidates, district governors, deputy governors, property inspectors and governors. All of these positions constitute the class of the Civil Administration Profession, but the essence of our profession is district governorship. The beginning of this is, as it has just been stated, after the exams opened by our Ministry of Interior, the candidates are appointed as candidates for district governorship and after a candidacy process with different stages within a period of approximately 3 years, they are appointed to our districts after they succeed in the qualification exam held by our ministry again. We have districts named with classes in different regions of our country. Our friends who serve as district governors in these districts are appointed according to their seniority and the classes of the districts. After serving in these districts for a certain period of time, they can be appointed to another district, or they can be appointed to the position of Deputy Governor, which is considered to be an equivalent position within the Civil Administration Profession class, or again, there are different positions in the central organization of our Ministry, there are positions such as head of department, general directorate, deputy general director. Appointments can also be made to these positions. To put it briefly, there is a process that starts as a candidate district governor, a period of approximately 3 years in this process, of course, there are situations within the elapsed time and stages. This starts with an internship in a province, in our governorship. Afterwards, there is an overseas leg in this district governorship candidacy process. They go abroad to learn more languages and increase their knowledge and experience. Again, at a certain stage, they work in the company of our civil inspectors. It can be a foreign language course, there are other courses. After these are completed, at the end there is a course we call the district governorship course. You attend this course and then there is a qualification exam. After this qualification exam, you are appointed to districts as a permanent district governor. If we start from our own experience, I worked as a district governor for about 10 years. I was appointed as a Mülkiye Inspector, which is another part of our professional class. Mülkiye Inspectorate is a member of the inspection board of the Ministry of Interior. It is not a career position as in other ministries. Our colleagues who have served as district governor for 6 years or more are appointed to these positions. Our Mülkiye Inspectors mostly inspect governorships, district governorships, police directorates, population directorates and places affiliated to the Ministry of Interior, which informs the internal affairs. When there are situations such as investigations and inquiries related to these places, they carry them out. It is possible to switch back to other departments while being a Civil Inspector. The administration system in Turkey is divided into central administration, central administration, as you have seen more in your courses, and central administration and local administrations. There is central administration and provincial administration, there is provincial administration. Our governors and district governors mostly represent the provincial administration of the central government, and this is realized through the principle called breadth of authority. Article 126 of the Constitution is based on the principle of breadth of authority. Based on this, we have the Provincial Administration Law No. 5442 dated 1942. It deals with the main regulations regarding the duties of authority, which constitute the basis of our profession.  5442 is the law for all of us, besides this, there are secondary legislation, of course, they are mostly appointed from the civil administration class. But since it is an exceptional duty, our governors can also be appointed."

The event continued with the questions of the students about the public sector career ladder and the Civil Administration being answered by Governor Coşkun. The event, which was attended by students, ended with the presentation of a plaque of appreciation to Governor Ömer Faruk Coşkun by the Dean of the Faculty of Economics and Administrative Sciences Prof. Dr. Ender Coşkun and a photo shoot.
