Successful Work of PAU Academic in Portugal Brings Honor to PAU
The ePART4GOV project, which began in May 2023 and was successfully completed on March 17, was led by Prof. Dr. Naci Karkın, a faculty member of the Faculty of Economics and Administrative Sciences at Pamukkale University (PAU), serving as the project manager.

Since November 2022, Prof. Dr. Naci Karkın, a faculty member of the Department of Political Science and Public Administration at Pamukkale University’s (PAU) Faculty of Economics and Administrative Sciences (FEAS), has been working as a Senior Research Analyst at the United Nations University - Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV) in Guimarães, Portugal. Prof. Dr. Karkın also served as the project manager for the ePART4GOV (An Integrated Project Framework for e-Participation and Governance Mechanisms) project, which started in May 2023 with a budget of 170,000 Euros and was successfully completed on March 17.
The project aimed to enhance the responsiveness and governance capacity of Saudi Arabian state institutions by using electronic participation methods to better address the demands and expectations of stakeholders, particularly citizens. Within the scope of the project, an e-participation model and other outputs were developed and delivered to the Saudi Arabian Digital Government Authority.

Ongoing Successes of PAU Academic Continue to Bring Honor to the University
In addition to the recently completed project, the ongoing projects and recently published academic works of Prof. Dr. Naci Karkın in 2025 have also brought significant honor to Pamukkale University. His academic contributions include:
- A book chapter titled "Critical Success Factors for Government Crisis Communication over Social Media in Emergency Management" published in The Routledge Handbook on Crisis, Polycrisis, and Public Administration by Routledge.
- A research article titled "Investigating the External Impacts on Public Affairs Education in Türkiye: Getting a Ph.D. Degree Abroad" published in the latest issue of Amme İdaresi Dergisi (Journal of Public Administration).
- A co-authored book titled "Citizen Centricity in Public Policy Making: Approaches, Mechanisms, and Beyond", which will be published by SpringerNature in June 2025.
