The protocol aims to introduce the staff and students of both universities to different cultures and languages and broaden their perspectives on the world. It covers educational and scientific cooperation in areas to be determined jointly by Pamukkale University and Shakarim University.

The signed protocol covers a range of cooperation activities, including short-term visits by senior staff for consultation, conferences, and project planning; long-term visits by research and technical staff to participate in education, postgraduate education, and joint research projects; exchanges of undergraduate, postgraduate, and doctoral students for education, practical training, and participation in international programs, as well as the recognition of the equivalence of academic work completed by students abroad; mutual support in planning and conducting visits to the countries where the universities are located; joint research and pilot projects; the organization of joint seminars, conferences, workshops, and similar meetings; the exchange of scientific publications and other materials for educational and research purposes; cooperation in research and development; and the mutual exchange of works of art and exhibitions.
